The plan is the design of commercial facilities that locate near the public plaza of New Development District of western Hangzhou. While attempting to find an organic integration of the public space and commercial facilities, active arrangements of the sunken plaza and facilities increase the efficiency of the underground facilities. An increase in public awareness by the original mass design of the high floor part was also highly recommended.. The high floor mass symbolises cloud as the building will satisfy the local people’s demands in an ideal way.
